Gia Binh is a district of Bac Ninh province. There are 78 traditional festivals held in the district, of which 2 district-level festivals (Thap Dinh festival, Cao Lo Vuong festival) are held in even-numbered years; 14 commune-level festivals, the rest are village-level festivals, all of which are formalities.

There have been many research works on festivals, but none of them have studied the traditional festivals of Gia Binh district. Up to now, the author is the first person to research the topic of Traditional Festival Management in Gia Binh district, Bac Ninh province.

In the context of the negative side of the market economy affecting intangible cultural heritages in general and traditional festivals in particular, traditional festivals in Gia Binh district also face risks of changing their structure and distorting their values. Although the management and organization of festivals in the district have achieved remarkable results, every year, the District People's Committee has closely followed the direction of all levels, issued documents to direct and guide the management and organization of traditional festivals in Gia Binh district, from which the grassroots level serves as a basis for implementation. However, there are still certain limitations such as the implementation of the document system to the grassroots level is still somewhat limited. Festival management activities at the grassroots level are not regular and are still formal. There is still a situation of "beating the drum and dropping the stick", issuing documents but not checking and supervising the implementation. The situation of "hot above, cold below" is still very common. Therefore, the State management of traditional festivals in Gia Binh district is an urgent task. The thesis aims to contribute a voice in the management of traditional festivals in the locality, ensuring the rule of law, scientific management while meeting the spiritual and religious needs of the people.

Based on theoretical research, relevant legal documents and analysis of the current situation of management and organization of traditional festivals in Gia Binh district, the author proposes solutions to improve the quality and effectiveness of traditional festival management in the locality in the coming time, such as: Completing the system of legal documents; Managing and organizing well the contents of festival activities; Focusing on promoting training and fostering; Propaganda, dissemination and education of law; Inspection, examination, ensuring security and order, business and environmental protection; Financial management; Enhancing and promoting the role of the community in festival management and organization as well as linking cultural tourism activities with heritage tourism, creating conditions for socio-economic development in the locality. These are practical solutions to contribute to improving the effectiveness of State management of traditional festivals in Gia Binh district. At the same time, it is a source of documents for officials performing State management tasks on festival organization and management in the districts of the province to refer to, research and apply in practice.

11. Practical applicability: Providing theoretical and practical basis for officials performing State management tasks on festival management and organization in Gia Binh district and other districts in Bac Ninh province.
