Based on the study of theoretical foundations of quality management, the thesis identifies difficulties, barriers and obstacles in the process of managing scientific and technological research tasks at the Ho Chi Minh Mausoleum Protection Command. From there, the author has synthesized and built a set of procedures for managing scientific and technological tasks in the Mausoleum Protection Command, built forms, identified risks and solutions based on the TCVN ISO 9001 Quality Management System foundation.
The thesis has built a complete system of procedures and forms, in accordance with the provisions of the decrees and circulars that have been issued, including: 01 procedure on task management; 17 forms guiding the implementation of the contents of the procedure; identified 18 risks that may occur in management work and the accompanying corrective actions; built a system of regulations on archiving documents in accordance with regulations.
The author also conducted a survey in the form of expert interviews. One expert belongs to the professional management agency, one expert belongs to the research unit directly applying and one expert is the head, head of the ISO steering committee of the Command to clarify the positive impacts, negative impacts and effectiveness in task management.

With the goal of carrying out special political tasks, building a process for managing scientific and technological tasks based on the quality management system according to ISO 9001:2015 standards will ensure quality; strict implementation, correct order and procedures; synchronous and unified implementation, suitable to the functions and tasks of each agency and unit, contributing to standardizing working methods, ensuring scientific, reasonable, smooth, and in accordance with legal regulations; improving the effectiveness and efficiency of management and command activities to meet the requirements in performing tasks. When applied in practice, it will create a very favorable environment for researchers, reduce the number of human resources, and researchers will feel more interested in research work. Previously, the major barrier to research was that they had to prepare a large amount of documents and mostly had to research, ask for or collect them somewhere. But now, when it has been standardized, they only need to follow the correct form and the implementation is much simpler. The remaining time they can focus completely on research work.
The thesis results demonstrate scientific significance and high practical applicability in the management of tasks, topics, projects in the Mausoleum Protection Command; As one of the 8 main areas identified by the Head of the Mausoleum Protection Command and the ISO Steering Committee as needing to be systematized into processes according to the TCVN ISO 9001 quality management system, the process of Managing scientific and technological tasks is considered very important in the process of putting scientific research work in the fields of medicine, engineering, logistics, and military staff into order.

Based on the theory of quality management, the thesis finds the difficulties and barriers in the process of scientific and technological task management at President Ho Chi Minh Mausoleum Defense Force. As the result, the author not only collected and built the set of procedures to manage the scientific and technological task at President Ho Chi Minh Mausoleum Defense Force including the form and risk identification, but also suggested some conclusive solutions based on Quality Management System TCVN ISO 9001.
According to the provisions of the issued decrees and circulars, the thesis builds a process system and complete forms, including 01 process of task management; 17 forms guiding the implementation of the contents of the process. Besides, the thesis also identifies 18 possible risks in management and accompanying corrective actions as well as establishing a system of regulations on archiving documents in accordance with regulations.
The author also surveyed in the form of expert interviews, consisting of 01 expert from a specialized regulatory agency, 01 expert from a directly applied research unit and 01 expert who is the head of the ISO Steering Committee of the Command to clarify positive effects , negative impact and effectiveness in task management.

With the goal of performing special political tasks, building a scientific and technological task management process based on a quality management system according to ISO 9001:2015 will ensure quality; strictly implement the procedures; implement synchronously and consistently the functions and tasks of each agency and unit. As a result, it contributes not only to standardize working methods, ensure the scientific, rationality in accordance with the provisions of the law, but also to improve the effectiveness and efficiency of management and command activities to meet requirements in task performance. The application will create a favorable environment for researchers when reducing human resources will make researchers feel more interested in research work. In the past, a big barrier when researching was that they had to prepare a large amount of documents and most of them were not available on hand. But now, once the standard is built, it will be simpler for them to follow the correct form. Therefore, they have more time to completely focus on research.
The result of the thesis indicates the scientific meaning and highly practical applicability in the management of tasks, topics, schemes, projects at President Ho Chi Minh Mausoleum Defense Force. Being one of eight main fields, the ISO Steering Committee has determined that it is necessary to systematize the processes according to the quality management system ISO 9001 because the process of managing scientific and technological tasks is considered very important in the process of applying scientific research in the fields of medicine, engineering, logistics, and military advice into order.
