The thesis consists of 3 chapters:

Chapter 1: Theoretical basis for the mechanism of autonomy and self-responsibility for public science and technology units under the Health Sector.

Chapter 2: Current status of applying Decree 43/2006/ND-CP to public science and technology units Long An Provincial General Hospital

Chapter 3: Evaluation and recommendation of some solutions to effectively apply the autonomy and self-responsibility mechanism according to Decree 43 at the Hospital.

Thesis results:

System of theoretical and practical bases on the mechanism of autonomy and self-responsibility for public science and technology units under the Health Sector.

Implementing Decree 43/2006/ND-CP, the Hospital has proactively improved and innovated a number of departments. The implementation of Decree 43 also has positive impacts on the motivation and working capacity of employees. The hospital autonomy policy has contributed to increasing the hospital's revenue and increasing investment in equipment through joint ventures. The research results also show that the hospital is still dependent on the State budget, the hospital has not fully exploited its potential and strengths to increase revenue, save expenses, and increase income for staff and employees because the Hospital lacks many medical staff, especially doctors and pharmacists, because the hospital has not had specific measures in its strategy to attract and retain people. In addition, the Hospital is also limited in deciding on medical examination and treatment activities.

Besides the advantages, there are also limitations and shortcomings in the implementation of Decree 43. To overcome the above limitations and shortcomings, the thesis proposes a number of solutions to effectively apply the mechanism of autonomy and self-responsibility at the Hospital.

Results of the thesis

The theoretical and practical basis of autonomy and self - responsibility for public science and technology institutions in the health sector)

Implementing the Decree N0. 43/2006 / ND – CP, Long An provincial hospital has strengthened and improved some departments. The implementation of Decree N0. 43 also has a positive impact on motivating employees and increasing their working capacity. The autonomy policy has contributed revenue to increase the hospital's total and investment in equipment through cooperative business partnership. The results of the study also showed that the hospital depends on National budget. It has not availed its own potential to increase incomes for its staff. There has seen a lack of health workforce, especially doctors and pharmacists, at the hospital because the hospital has no specific measure to attract and keep its staff work for a long time. In addition, decisions upon healthcare activities are not well made by the hospital.)

Besides advantages, limitations and constraints still exist in the implementation of the Decree N0. 43. In order to overcome such limitations and constraints, some recommendations for efficiently implementing autonomy and self - responsibility at the hospital are provided in this thesis.
