10. Summary of the thesis results:
Gia Binh is a district of Bac Ninh province. The district has 78 traditional festivals, including 2 district-level festivals (Thap Dinh Festival and Cao Lo Vuong Festival) held in even-numbered years; 14 commune-level festivals, and the rest are village-level festivals, all of which are purely ceremonial.
While many studies have been conducted on festivals, none have focused on the traditional festivals of Gia Binh district. To date, the author is the first to research the topic of managing traditional festivals in Gia Binh district, Bac Ninh province.
In the context of the negative impacts of the market economy on intangible cultural heritage in general and traditional festivals in particular, traditional festivals in Gia Binh district also face the risks of structural changes and value distortion. While significant achievements have been made in the management and organization of festivals in the district, such as the district People's Committee closely following directives from higher levels and issuing documents to guide and direct the management and organization of traditional festivals in Gia Binh district, providing a basis for implementation at the grassroots level, certain limitations remain. The implementation of these documents at the grassroots level is still somewhat limited. Local festival management activities are not regular and remain largely superficial. There is still a tendency to "start something but not finish it," with documents being issued without proper inspection and supervision. The "top-down" approach remains prevalent. Therefore, the state management of traditional festivals in Gia Binh district is an urgent task. This thesis aims to contribute to the management of traditional festivals in the locality, ensuring the supremacy of law and scientific principles in management while meeting the spiritual and religious needs of the people.
Based on theoretical research, relevant legal documents, and an analysis of the current situation regarding the management and organization of traditional festivals in Gia Binh district, the author proposes solutions to improve the quality and effectiveness of traditional festival management in the locality in the future, such as:完善法律法规料; 完善法律法规料机制,加强 ... It also serves as a source of information for officials responsible for state management of festival organization and management in the districts of the province to refer to, study, and apply in their practical work.

are holding yearly in Gia Binh district. Thap Dinh and Cao Lo Vuong, famous traditional festivals are held round yearly. There are 14 community traditional festivals and the last are local village festivals.
There have been many traditional festivals studied at different places. The first study about traditional festivals management in Gia Binh District, Bac Ninh Province has been conducted by the author.
On the opposite of development in open market, the negative effects to intangible cultural heritage and traditional festivals, especially ones on the Gia Binh District caused seriously their structure and value. Gia Binh governance administration management has been playing an important role at local traditional festivals annually. Gia Binh district committee is implementing traditional festivals under the detail and clear guidelines from different governance departments. However, there are still limits of sprits and actual practices from base area, administration management traditional festivals are not carried out effectively enough to meet new development requirements. Administration management on base area is not only now general and formal, but also lacks control. Some administration documents are lacking supervision and control how to implement on the basis. The essential of the thesis, traditional festivals management in Gia Binh District, Bac Ninh Province, aims to support local people to manage traditional festivals under regulation, management science and to meet the demand of people spirituality and beliefs.
The study of thesis is based on traditional festival management theories and related legal documents. The author analyzed the actual practice on Gia Binh traditional festivals administration management and proposed the solution to improve the quality and efficiency of management works as development legal documentation structure; administration management works; implementing the local traditional festivals; training to local people and governance officers to legal awareness; supervision, assessment and insurance of festivals implementation to connect with trading, environment protection and financial management. The study also appreciates the contribution from local community to manage and implement local festivals. The further research could go through the direction between traditional festivals and tourism attraction or local economic development administration relationship with traditional festivals under Gia Binh governance management.
