10. Tóm tắt các kết quả của luận văn:

Luận văn đã nghiên cứu, tổng hợp cơ sở lý luận, các quy chế pháp lý và kinh nghiệm của công tác lưu trữ nói chung và công tác thu thập, bổ sung tài liệu của một số nước trên thế giới đặc biệt là của Việt Nam nói riêng. Trên cơ sở đó tác giả rút ra những bài học kinh nghiệm có thể áp dụng vào công tác thu thập tài liệu lưu trữ, lựa chọn hợp lý và vận dụng sáng tạo vào hoàn cảnh thực tế của ngành Lưu trữ Lào. Tác giả đã khảo sát thực trạng công tác thu thập, bổ sung tài liệu vào Kho Lưu trữ thuộc Cục Lưu trữ Quốc gia Lào, và Trung tâm Lưu trữ Quốc gia III của Việt Nam để làm đối tượng so sánh,từ đó đưa ra một số giải pháp, đề xuất và kiến nghị mang tính khả thi nhằm xây dựng, định hướng và tổ chức triển khai việc thu thập tài liệu lưu trữ tại Cục Lưu trữ Quốc gia Lào.

Chương 1. Cơ sở lý luận và quy chế pháp lý về thu thập, bổ sung tài liệu lưu trữ

Trong chương 1, tác giả đã hệ thống các vấn đề lý luận và quy chế pháp lý của một số nước về thu thập, bổ sung tài liệu vào các lưu trữ,  đặc biệt là Việt Nam để lựa chọn vận dụng và áp dụng những kinh nghiệm đó vào thực tế công tác thu thập, bổ sung tài liệu lưu trữ của nước CHDCND Lào. Kết quả nghiên cứu là cơ sở để sau khi về nước, chúng tôi có thể tham mưu cho Cục Lưu trữ Quốc gia nước CHDCND Lào xây dựng và ban hành các văn bản, quy định hướng dẫn về thu thập tài liệu lưu trữ.

Chương 2. Thực trạng thu thập tài liệu vào kho lưu trữ thuộc Cục Lưu trữ Quốc gia Lào

Nội dung chương 2 tác giả đã khảo sát, tình hình thu thập tài liệu vào Kho Lưu trữ thuộc Cục Lưu trữ Quốc gia Lào (Kho LTTW), khảo sát thực tế một số cơ quan Bộ ở Lào, trong đó tập trung vào quá trình thu thập, số lượng, thành phần hồ sơ, chất lượng hồ sơ đã thu vào Cục Lưu trữ, thuận lợi và  khó khăn trong quá trình thu thập.

Chương 3. Các giải pháp thu thập tài liệu vào Kho Lưu trữ thuộc Cục Lưu trữ Quốc gia Lào

Nội dung chương 3 nghiên cứu và đưa ra các giải pháp về công tác thu thập tài liệu lưu trữ cho Cục Lưu trữ Quốc gia Lào có hiệu quả cao và có tính khả thi, đưa ra một số kiến nghị, lưạ chọn và áp dụng phù hợp những kinh nghiệm của Việt Nam vào điều kiện thực tế của Lào.

11. Khả năng ứng dụng trong  thực tiễn:

Kết quả nghiên cứu là cơ sở để sau khi về nước, chúng tôi có thể tham mưu cho Cục Lưu trữ Quốc gia nước CHDCND Lào xây dựng và ban hành các văn bản, quy định hướng dẫn về thu thập tài liệu lưu trữ. Làm tài liệu tham khảo cho việc học tập, nghiên cứu của học viên, sinh viên chuyên ngành và những người làm công tác lưu trữ ở nước CHDCND Lào nói chung và Cục Lưu trữ Quốc gia Lào nói riêng.

12. Những hướng nghiên cứu tiếp theo:

Tiếp tục tìm hiểu, nghiên cứu các quy chế pháp lý của các nước trên thế giới để tham mưu cho Cục Lưu trữ Quốc gia Lào xây dựng và ban hành văn bản, hướng dẫn về công tác lưu trữ nói chung và công tác thu thập, bổ sung tài liệu nói riêng.

10. Summary of the findings of the thesis:

The thesis has studied and generalized theoretical basis, legal mechanisms and experience of the archival storage work in general, document collection and supplementation of some countries in the world in particular, especially Vietnam. On such basis, the author has drawn several experience lessons to apply to the archival storage work, select properly and apply creatively to the real situation of the archive sector of Laos. The author has investigated the actual status of the document collection and supplement to the Archival Storage under the Lao National Archives Department and III National Archives Center of Vietnam to consider it as the comparable subject, basing on that, suggested a number of feasible solutions, proposals and recommendations in order to build, direct and organize the implementation of archives collection at the Lao National Archives Department.

Chapter 1: The theoretical basis; legal mechanisms on the archive collection and supplementation

In the chapter 1, the author has systemized the theoretical basis, legal mechanisms of some countries on the document collection and supplementation in to the archives, especially in Vietnam, to select and apply such experience to the archive collection and supplementation of the Lao People's Democratic Republic. The research findings are foundations for us to give advises to the Archives Department of the Lao People's Democratic Republic in establishing and issuing documents and regulations guiding the archives collection.

Chapter 2: The actual situation of document collection into the archival storage under the Lao National Archives Department.

In the chapter 2, the author has investigated the situation of document collection into the Archival Storage under the Lao National Archives Department (The Central Archival Storage), investigated the situation in the Ministerial agencies of Laos, in which focusing on the process of collecting quantity, document components, document quality which have been stored at the Lao National Archives Department, the advantages and disadvantages in the collection process.

Chapter 3:Solutions for collecting documents into the Archival storage under the Lao National Archives Department.

In chapter 3, the author has studied and suggested highly effective and feasible solutions for archives collection for the Lao National Archives Department, pointed out server recommendations, options and applied appropriately experience of Vietnam to the actual condition of Laos.

11. Practical applicability:

The research findings are foundations for us to give advises to the National Archives Department of the Lao People's Democratic Republic in establishing and issuing documents and regulations guiding the archives collection. They also become the reference document for studying and research of specialized trainees and students and people in charge of archival storage work in the Lao People's Democratic Republic in general and  Lao National Archives Department in particular.

Continue discovering and studying legal mechanisms of countries in the world to give advises to the Lao National Archives Department in establishing and issuing documents and regulations guiding the archival storage work in general and the document collection and supplementation in particular.
