 - Khái quát chung về hệ thống chính trị theo quan điểm của Đảng.

+ Nêu khái niệm, chức năng, đặc điểm, các bộ phận cấu thành hệ thống chính trị Việt Nam

+ Chức năng, nhiệm vụ, tổ chức bộ máy của các bộ phận cấu thành: Đảng cộng sản Việt Nam, Chính quyền (Hội đồng nhân dân, Ủy ban nhân dân, tư pháp), Mặt trận Tổ quốc và các tổ chức chính trị - xã hội.

- Tìm hiểu thực trạng tổ chức và hoạt động của hệ thống chính trị tỉnh Thái Nguyên (theo Luật, Hiến pháp, quy định, quy chế)

+ Tổ chức bộ máy và hoạt động của Đảng bộ Tỉnh: Tỉnh ủy (các cơ quan của tỉnh), ban thường vụ; các cấp chính quyền: Hội đồng nhân dân và Uỷ ban nhân dân tỉnh và cơ sở; Mặt trận Tổ quốc và các tổ chức chính trị - xã hội.

- Một số vấn đề chung: Nhấn mạnh các kết quả đạt được nhằm chỉ ra những mâu thuẫn, bất cập của những vấn đề sau:

+ Đảng ủy: Đổi mới  phương thức lãnh đạo của Đảng đối với hệ thống chính trị; Vấn đề kiện toàn tổ chức bộ máy cơ quan Đảng, định hướng đổi mới tổ chức bộ máy các cơ quan Nhà nước, MTTQ và các đoàn thể chính trị - xã hội.

+ Chính quyền (Hội đồng nhân dân và Ủy ban nhân dân): Thí diểm thành công hai đề án: Không tổ chức hội đồng nhân dân quận, huyện, phường; chủ trương đồng chí bí thư cấp ủy đồng thời là chủ tịch ủy ban nhân dân cấp xã.

+   Đổi mới phương thức hoạt động của Mặt trận Tổ quốc Việt Nam và các đoàn thể chính trị - xã hội.

- Đề xuất giải pháp đổi mới, hoàn thiện hệ thống chính trị tỉnh theo tinh thần Nghị quyết của Đảng.

 + Mục tiêu, yêu cầu cụ thể là phải từng bước nâng cao chất lượng chính trị và hiệu quả hoạt động của mỗi tổ chức cũng như toàn hệ thống chính trị;

+ Xác định rõ chức năng, nhiệm vụ, cơ cấu bộ máy, cơ chế vận hành, lề lối làm việc;

+ Nâng cao chất lượng cán bộ, tăng cường kỷ luật, kỷ cương; cụ thể hoá nội dung, phương thức lãnh đạo của Đảng, nội dung và phương thức quản lý của Nhà nước, nội dung và phương thức hoạt động của Mặt trận và các đoàn thể chính trị - xã hội, phát huy quyền làm chủ của nhân dân.

- Overview of the political system in the Party’s viewpoint.

+ Definitions, functions, features and components of Vietnam political system

+ Functions, duties and organizational structures of the components: the Communist Party of Vietnam, the Government (the People’s Councils, People’s Committees and judiciary authorities), the Vietnam Fatherland Front and socio – political organizations..

- Situation of organization and operation of Thai Nguyen province’s political systems (under the Law, Constitution, rules and regulations)

+ Organizational structure and operation of the Provincial Party Committee: Provincial Committee (provincial authorities), the Standing Committee; all levels of government including People’s Councils and People’s Committees of the Provinces and subordinate units; the Fatherland Front and socio-political organizations.

- Some common problems: Findings were emphasized to point out the inconsistencies and inadequacies of the following issues:

+ the Party: Innovation of the Party’s leadership methods for the political system; Consolidation of the Party’s structure, innovative orientation for organizational structures of the State agencies, the Vietnam Fatherland Front and socio-political organization.

+ The Government (the People’s Councils and People’s Committees): successful pilots of two schemes namely Omission of People’s Councils of districts and wards; assignment of the Party Secretaries to be the communal People’s Committee Chairmen at the same time.

+ Innovation of operation mode of the Vietnam Fatherland Front and socio-political organizations.

- Recommendations of solutions to innovate and improve the provincial political system in the spirit of the Party’s Resolutions.

+ Particular objectives and requirements are to gradually improve the political quality and operational effectiveness of each organization as well as the entire political system;

+ Clearly define the functions, duties and organizational structures, operation mechanisms and working styles;

+ Improve the staff’s qualifications, strengthen disciplines; concretize the contents and methods of the Party’s leadership and those of the State management, the contents and operation modes of the Fatherland Front and socio-political organizations and promote the people’s ownership rights.
