This thesis focuses on researching the current state of organization and operation at the Information and Library Center of the College of Economics and Technology. Through the results of investigations, surveys, summaries, and evaluations, the author finds that the organization and operation of the Information and Library Center, in addition to its advantages, still have many problems that need to be addressed. These problems stem from causes related to policies, the direction of the Library leadership, or from human and material resources, etc.

This thesis is based on the current situation and specific data, along with objective assessments and observations based on scientific theory, to propose solutions to overcome shortcomings and improve the effectiveness of the organization and operation of the Information and Library Center of the College of Economics, Technology and Commerce.
