Summary of the thesis results:The novelty and new contributions of this topic lie in its comprehensive overview of the entire process of Vietnamese enterprises' outward direct investment from 1989 to the end of 2012, as well as the overall foreign policy guidelines implemented by the Party and State during this period. The new aspect of this study is its identification of the reciprocal relationship and impact between how foreign policy has affected outward direct investment activities, and conversely, how outward direct investment activities have influenced the adjustment of Vietnam's foreign policy. Furthermore, the study makes a new contribution by analyzing whether investment projects by overseas Vietnamese communities constitute direct foreign investment projects. It also offers a perspective on strengthening management and supervision to prevent money laundering by proposing stricter management measures for direct foreign investment projects by Vietnamese businesses.
11. Practical applications:This topic serves as a resource for businesses to consult before implementing projects, considering various aspects such as: whether the business's investment project falls under the "Promoting Vietnamese Investment Abroad" scheme; and whether the host country has signed an investment protection and promotion agreement or a double taxation avoidance agreement with Vietnam. Summary of the findings of the thesis:The new contribution of this thesis is to summarize the entire process of outward direct investment of the Vietnam-based enterprises during the period from 1989 to 2012, as well as to outline the overview of the diplomatic policies and foreign affairs guidelines that the Communist Party of Vietnam and the Government of Vietnam have made during this period. A new feature of this thesis is to point out the relationships and mutual impact on how does the foreign policy impact to outward foreign investment, and in the opposite direction, then how does outward foreign direct investment affect to the adjustment of the foreign policy of Vietnam. In addition, the thesis has new contribution by analyzing whether an investment project owned by the Vietnamese overseas is an outward foreign direct investment project or not; or the thesis also delivers a strong suggestion on strengthening the management and supervision procedures to prevent "money laundering" activities by implementing the strict measures to manage the outward foreign direct investment projects of the Vietnam-based enterprises.

Practical applicability, if any:The content of thesis is an useful sources to make businesses plan before deploying the project in the aspects such as whether the project is matching well to the Master plan made by the Government namely "Strengthening the outward foreign investment of Vietnam" or not? Or, whether this investment-receiving country had signed the agreement to protect and encourage investment activities, the agreement to avoid double taxation with the Vietnamese Government or not? These above sources will help the enterprise to make its project's implementation plan more carefully. Furthermore, this thesis would be helpful for those who are interested in researching the relationship between foreign policy and outward foreign direct investment by providing the most general and the best overview upon the mutual connections of two factors.
