1.Soft powerSoft power is the ability to achieve what one desires throughThe appeal of values, primarily and importantly cultural values.It can be said that in international relations, the strength of each nation is determined by many factors, among which the role of culture, one of the tools for implementing soft power, cannot be overlooked. Entering the 21st century, both large and small nations must utilize cultural diplomacy as an effective tool of soft power to affirm their image in the international community.
For Vietnam, cultural diplomacy has a long history in Vietnamese diplomacy. However, after the end of the Cold War, cultural diplomacy received more attention from Vietnam, becoming one of the defining characteristics of 21st-century diplomacy. In the current process of national development and international integration, dialogue, exchange, and cooperation are effective means to protect and develop national culture, and most importantly, cultural diplomacy today is considered an indispensable soft power for Vietnam in the overall strength of a nation. Based on its long-standing cultural heritage, inherited from the nation's historical legacy, and its ability to build "soft power," during the process of Renovation and regional and international integration, Vietnam has clearly recognized the important role of cultural diplomacy in determining national interests and has taken concrete actions to promote this positive and effective form of diplomacy.
2. Vietnam, a country with a thousand-year history of civilization, boasts a people who are peaceful, diligent, creative in nation-building, and courageous and determined in defending their country. Throughout this long history, Vietnam has early on known how to use cultural diplomacy as a powerful force to successfully mediate many international relations. Today, Vietnam's cultural diplomacy is identified as one of the three pillars of national diplomacy. Cultural diplomacy activities have been and are being conducted regularly, comprehensively, and with continuous innovation. In the new international context, Vietnam has proactively and vigorously implemented cultural diplomacy activities and achieved many important accomplishments. Among the country's overall achievements in the process of reform and international integration, cultural diplomacy activities—political, economic, public diplomacy, people-to-people diplomacy, etc.—have made significant contributions to maintaining a peaceful and stable environment; firmly protecting independence, sovereignty, territorial integrity, and national interests. Taking advantage of the favorable conditions of international integration and external resources to serve the cause of national construction and development in general and national culture in particular.
In reality, cultural diplomacy has played a crucial role in enabling Vietnam to successfully and effectively fulfill its diplomatic objectives. Cultural diplomacy activities have been implemented at various levels, sectors, and aspects, from the foreign affairs activities of the Party and State to the foreign affairs activities of the people. Along with political and economic diplomacy, cultural diplomacy has actively promoted the image of Vietnam, enhanced the country's international standing and prestige, and made practical contributions to national defense, construction, and economic development.
3. To date, despite significant investment, the implementation of cultural diplomacy still faces many difficulties and lacks uniformity. The biggest difficulty is the uneven understanding of the importance of cultural diplomacy across ministries, sectors, and localities, resulting in the Cultural Diplomacy Strategy not being implemented in a coordinated manner. Secondly, the division of labor and coordination among relevant agencies sometimes overlaps and lacks the necessary synergy and effectiveness to create a synergistic force. Thirdly, resources allocated to cultural diplomacy are limited, making it difficult to organize truly significant activities that leave a lasting impact and create a major effect on the international stage.
With the promulgation of the Cultural Diplomacy Strategy to 2020, issued under Decision No. 208/QD-TTg dated February 14, 2011, by the Prime Minister of the Socialist Republic of Vietnam, in the coming period, cultural factors and cultural diplomacy will play a crucial role in enabling Vietnam to fulfill its diplomatic tasks in a humane, persuasive, and effective manner. Implemented at many levels, sectors, fields, and aspects, from the foreign affairs activities of the Party and State to the foreign affairs activities of the people, along with political and economic diplomacy, cultural diplomacy has actively promoted the image of Vietnam, enhanced the country's international standing and prestige, and made a practical contribution to the protection, construction, and economic development of the nation.

10. Summary of the findings of the thesis:
1.Soft Power is an ability to have what you need be means of the attraction of values – most important cultural values. Possibly, in International Relations, a nation's power is defined by many factors, one of which is the role of culture, one of the tools to make Soft Power. In the 21ststcentury, both big and small countries use cultural diplomacy as an effective tool of Soft Power to present the coutry's image to the world.
To Vietnam, cultural diplomacy has existed for a long time in the country's history of diplomacy. However, after the Cold War ended, Vietnam cared more about cultural diplomacy, which is one of the significant features of the21st20th-century diplomacy.
During the development and the integration of the country, conversation, exchange and cooperation are among those effective means to protect and develop the country's culture and most importantly, cultural diplomacy today is considered as indispensable soft power of Vietnam. Based on the long-running cuture which is inherited from the country historical heritage together with the ability to create the soft power in a period of change and integrating both regionally and internationally, Vietnam has been aware of the important role of cultural diplomacy in the process to determine the country's interests and has carried out specific actions to promote this positive and effective way of diplomacy.
2. Vietnam has a history of thousands of years of civilization and the Vietnamese people are friendly, industrious, creative, and brave. During the history Vietnam has used cultural diplomacy as its strength to successfully reconcile differences in international relations. Today cultural diplomacy is considered as one of the three main diplomatic policies of the country.
Cultural diplomacy activities have been regularly underway and have been renewed. In the new world's scene, Vietnam has taken control in cultural diplomacy activities and gained important achievements.
Of all the country's achievements in the process of change and international integration, activities in culture, political and economical diplomacy and public relations have contributed greatly to the peace-keeping process, the security, the protection of the whole country.
Reality has shown that cultural diplomacy has played a principal role in helping the country complete its diplomatic responsibilities effectively and effectively. Activities in cultural diplomacy have been carried out in many aspects from the Party's and Government's diplomatic activities to the people's diplomatic activities. Together with political and economical diplomacy, cultural diplomacy has boosted the country's image and improved the position and international reputation for the country.
Although there have been many investments so far, the deployment of cultural diplomacy has met with difficulty. The major difficulty is the lack of uniformity of awareness of the importance of cultural diplomacy in different State's offices. The second reason is that the division and the work cooperation is not close enough to get the highest effect. Third is the resource for cultural diplomacy is limited, so it's hard to hold world-level stature.
With the birth of “the strategy of cultural diplomacy until the year 2020”, issued according to decision 208/QD-TTg on February 14, 2011 by the Prime Minister of the State of Republic Socialist of Vietnam, cutural factors as well as cultural diplomacy will play an important role so that Vietnam can complete its diplomatic responsibilities humanely, persuasively and effectively. Deployed in different levels, fields and aspects from the Party's activities, the State's activities to people's diplomat activities, together with politic and economic diplomacy, cultural diplomacy has widely advertised Vietnam's image, enhanced the country's position and international prestige and contributed to the protection, construction and development of the country.
