1.Soft power(Soft Power) is the ability to achieve what you want throughthe appeal of values, primarily and importantly cultural values.It can be said that in international relations, the strength of each country will be determined by many factors, including the role of culture, one of the tools to implement Soft Power. Entering the 21st century, countries, large or small, must apply cultural diplomacy as an effective tool of Soft Power to affirm their country's image in the international community.

For Vietnam, cultural diplomacy has appeared and existed for a long time in the history of Vietnamese diplomacy. However, after the end of the Cold War, cultural diplomacy has received more attention from Vietnam, becoming one of the characteristics of 21st century diplomacy. In the process of national development and international integration today, dialogue, exchange and cooperation are effective means to protect and develop national culture and most importantly, cultural diplomacy today is considered an indispensable soft power of Vietnam in the overall strength of a country. Based on the foundation of a long-standing culture, inherited from the national historical heritage, and the ability to create "soft power", in the process of Renovation and regional and international integration, Vietnam has clearly recognized the important role of cultural diplomacy in the process of determining national interests, and has taken specific actions to promote this positive and effective form of diplomacy.

2. Vietnam, a country with thousands of years of history and culture, the Vietnamese people are very friendly, industrious, creative in building the country, brave, determined to win in defending the country. During that long history, Vietnam has known early on to use cultural diplomacy as a force to reconcile many successes in international relations. Today, Vietnam's cultural diplomacy is identified as one of the three pillars of national diplomacy. Cultural diplomacy activities have been and are being carried out regularly, comprehensively and constantly innovated. In the new international context, Vietnam has proactively and strongly implemented cultural diplomacy activities and achieved many important achievements. Among the country's general achievements in the process of innovation and international integration, cultural activities in political and economic diplomacy, public diplomacy, people's diplomacy... have made important contributions to maintaining a peaceful and stable environment; firmly protecting independence, sovereignty, territorial integrity, national and ethnic interests; Take advantage of favorable conditions of international integration and external resources to serve the cause of national construction and development in general and national culture in particular.

In fact, cultural diplomacy has made an important contribution to Vietnam's successful completion of its diplomatic missions in a convincing and effective manner. Cultural diplomacy activities have been carried out at many levels, sectors, fields and aspects, from the foreign affairs activities of the Party and State to the foreign affairs activities of the people. Together with political diplomacy and economic diplomacy, cultural diplomacy has actively promoted the image of Vietnam, enhanced the country's international position and prestige, and made practical contributions to the cause of defending the Fatherland and building and developing the country's economy.

3. Up to now, although there have been many investments, the implementation of cultural diplomacy still faces many difficulties and is not yet synchronous. The biggest difficulty is that the awareness of the importance of cultural diplomacy is not uniform at the ministerial, sectoral and local levels, so the Cultural Diplomacy Strategy has not been implemented synchronously. Second, the division of work and coordination between relevant agencies sometimes overlap, not really tight and smooth enough to create a comprehensive strength and high efficiency. Third, the resources for cultural diplomacy are still limited, making it difficult to organize many activities that are truly significant, leaving a strong impression and creating great efficiency in the international arena.

With the birth of the Cultural Diplomacy Strategy to 2020 issued under Decision No. 208/QD-TTg dated February 14, 2011 of the Prime Minister of the Socialist Republic of Vietnam, in the coming time, the cultural factor as well as cultural diplomacy will make an important contribution to Vietnam completing its diplomatic tasks in a humane, convincing and effective manner. Implemented at many levels, sectors, fields and aspects, from the foreign affairs activities of the Party and State to the foreign affairs activities of the people, together with political diplomacy and economic diplomacy, cultural diplomacy has actively promoted the image of Vietnam, enhanced the country's international position and prestige, and practically contributed to the cause of protecting, building and developing the country's economy.

1.Soft Power is an ability to have what you need be means of the attraction of values ​​– most important cultural values. Possibly, in International Relations, a nation's power is defined by many factors, one of which is the role of culture, one of the tools to make Soft Power. In the 21ststcentury, both big and small countries use cultural diplomacy as an effective tool of Soft Power to present the coutry's image to the world.

To Vietnam, cultural diplomacy has existed for a long time in the country's history of diplomacy. However, after the Cold War ended, Vietnam cared more about cultural diplomacy, which is one of the significant features of the21stcentury's diplomacy.

During the development and the integration of the country, conversation, exchange and cooperation are among those effective means to protect and develop the country's culture and most importantly, cultural diplomacy today is considered as indispensable soft power of Vietnam. Based on the long-running cuture which is inherited from the country historical heritage together with the ability to create the soft power in a period of change and integrating both regionally and internationally, Vietnam has been aware of the important role of cultural diplomacy in the process to determine the country's interests and has carried out specific actions to promote this positive and effective way of diplomacy.

2. Vietnam has a history of thousands of years of civilization and the Vietnamese people are friendly, industrious, creative, and brave. During the history Vietnam has used cultural diplomacy as its strength to successfully reconcile differences in international relations. Today cultural diplomacy is considered as one of the three main diplomatic policies of the country.

Cultural diplomacy activities have been regularly underway and have been renewed. In the new world's scene, Vietnam has taken control in cultural diplomacy activities and gained important achievements.

Of all the country's achievements in the process of change and international integration, activities in culture, political and economical diplomacy and public relations have contributed greatly to the peace-keeping process, the security, the protection of the whole country.

Reality has shown that cultural diplomacy has played a principal role in helping the country complete its diplomatic responsibilities effectively and effectively. Activities in cultural diplomacy have been carried out in many aspects from the Party's and Government's diplomatic activities to the people's diplomatic activities. Together with political and economical diplomacy, cultural diplomacy has boosted the country's image and improved the position and international reputation for the country.

Although there have been many investments so far, the deployment of cultural diplomacy has met with difficulty. The major difficulty is the lack of uniformity of awareness of the importance of cultural diplomacy in different State's offices. The second reason is that the division and the work cooperation is not close enough to get the highest effect. Third is the resource for cultural diplomacy is limited, so it's hard to hold world-level stature.

With the birth of “the strategy of cultural diplomacy until the year 2020”, issued according to decision 208/QD-TTg on February 14, 2011 by the Prime Minister of the State of Republic Socialist of Vietnam, cutural factors as well as cultural diplomacy will play an important role so that Vietnam can complete its diplomatic responsibilities humanely, persuasively and effectively. Deployed in different levels, fields and aspects from the Party's activities, the State's activities to people's diplomat activities, together with politic and economic diplomacy, cultural diplomacy has widely advertised Vietnam's image, enhanced the country's position and international prestige and contributed to the protection, construction and development of the country.
