10. Summary of the thesis results:

Inheriting the foreign policy guidelines of 30 years of reform, the 12th National Congress of the Party added and developed many new points, marking a qualitative turning point in the Party's foreign policy. Regarding understanding the times and the international context, for the first time, the Party linked assessments of the world and regional situation and the realities of the era to determine the goals, requirements, and tasks of foreign policy in the coming years. Regarding the tasks of foreign policy, the Party, in the documents of the 12th National Congress, identified: For the first time, foreign policy tasks were stated as a component of the Congress's theme.

Regarding foreign policy objectives, these are addressed more clearly and at the highest level; the guiding principles for foreign affairs activities and the guiding viewpoints for fulfilling the task of national defense are stated more specifically; multilateral foreign relations are emphasized; and people-to-people diplomacy is approached in a new way.

Regarding the principles of foreign policy, the documents of the 12th National Congress specifically state the principle of resolving outstanding issues through peaceful means on the basis of international law and the principles of regional conduct.

The 12th National Congress of the Party continued to strengthen and deepen relations with partners, especially strategic partners and major countries that play an important role in the development and well-being of the country, putting the established framework of relations into practice; promoting the role in multilateral mechanisms, especially ASEAN and the United Nations; proactively and actively participating in multilateral mechanisms on defense and security... creating consensus domestically, internationally and regionally to meet the requirements of national construction and defense.
