- Analyze the relationship between the community and the State in the management of Co Loa Relic Site as well as the impact of the above relationship on the conservation and promotion of the value of the Relic Site.

- The thesis presents the role/necessity of the community involvement in management of cultural and historic sites in general and Co Loa site in particular. Based on this, some theories on the relation between community and cultural-historic sites will be drawn. Besides, levels of community involvement in cultural-historical site management are also identified.
- The thesis analyzes the relation between community and state's cultural agencies in management of Co Loa site as well as its effects to the tasks of preservation and promotion of the site.
