This thesis comprehensively synthesizes the theoretical framework regarding the organization and operation of public information and libraries in general, and provincial libraries in particular. It also provides a thorough and in-depth analysis of the current state of organization and operation of the Binh Phuoc Provincial Library. It offers assessments, observations, and proposes solutions and recommendations to improve the organization and enhance the effectiveness of the Binh Phuoc Provincial Library's operations.

Specifically regarding the theoretical basis: The thesis has studied the theoretical foundations such as: the content of the concepts of organization and operation of information and library services; the role and influencing factors; and the evaluation criteria for the organization and operation of the provincial library. Regarding the practical basis, the thesis has studied the significance of researching the organization and operation of the Binh Phuoc Provincial Library. It also provides an overview of the Binh Phuoc Provincial Library.

In practice, this thesis has studied the current state of organization and operation of the Binh Phuoc Provincial Library. Based on this, it has evaluated, commented on, and identified the causes of strengths and weaknesses. The thesis has also proposed effective solutions to quickly restore, stabilize the organization, and develop the activities of the Binh Phuoc Provincial Library.
