Chapter 1. Theoretical basis of administrative procedures and the application of information technology in resolving administrative procedures.
In Chapter 1, the author presented a general overview of administrative procedures, including: the concept, characteristics, and classification of administrative procedures; the theoretical basis of applying information technology in resolving administrative procedures; the objectives of applying information technology in resolving administrative procedures by 2030; and the factors influencing the application of information technology in resolving administrative procedures, including objective and subjective factors.
Chapter 2. Current status of information technology application in resolving administrative procedures at the People's Committee of Hoa Phat Ward, Cam Le District, Da Nang City
Chapter 2 provides an overview of the Hoa Phat Ward People's Committee, including its geographical location, organizational structure, position, functions, duties, and powers; and the role of the Hoa Phat Ward People's Committee Office in handling administrative procedures. The author also presents the results of applying information technology in handling administrative procedures at the Hoa Phat Ward People's Committee.
To assess the situation of information technology application in resolving administrative procedures at Hoa Phat Ward People's Committee, the author developed a survey questionnaire and conducted surveys among officials, civil servants, and citizens contacting the Hoa Phat Ward People's Committee to resolve administrative procedures. Through descriptive statistical analysis using SPSS software, the author analyzed and evaluated the perceptions of citizens and ward officials regarding factors affecting the application of information technology in resolving administrative procedures at Hoa Phat Ward People's Committee. These factors include improving the "Ward's Electronic Information Portal" to serve citizens and businesses, investing in information technology human resources, strengthening inspection and supervision of information technology application, and ensuring information security at the ward People's Committee.
Chapter 3. Measures to improve the application of information technology in resolving administrative procedures at the People's Committee of Hoa Phat Ward.
In Chapter 3, the author presented the general and specific objectives for applying information technology in resolving administrative procedures at the Hoa Phat Ward People's Committee. The author proposed five solutions to improve the application of information technology in resolving administrative procedures at the ward's People's Committee: Leadership and guidance; Standardizing administrative procedure resolution processes and improving the public service delivery system; Investing in funding and building appropriate infrastructure to support the application of information technology in resolving administrative procedures; Strengthening information dissemination, propaganda, guidance, and support for citizens and businesses; Developing human resources, improving skills, and training civil servants. The author also proposed several recommendations to the Central Government and the city regarding the application of information technology.
11. Practical applications
With the research findings of this thesis, the author hopes to contribute some solutions to the process of resolving administrative procedures for citizens and businesses through the application of information technology in Hoa Phat ward in particular and other localities in the city in general.
12. Future research directions: Further research could investigate the application of information technology in administrative reform at ward and district people's committees, while also adding other factors influencing the application of information technology in government agencies in Da Nang city.

The author presented 05 solutions to improve the application of information technology in handling administrative procedures at the ward people's committee: Leadership and direction; Standardize processes for handling administrative procedures, improve the system of public service provision; Invest funds and build appropriate infrastructure for information technology application in handling administrative procedures; Strengthen the dissemination of information, propaganda, guidance and support for people and businesses; Building and developing human resources, raising qualifications, training and fostering civil servants. The author has also proposed a number of recommendations to the Central Government and the city in the application of information technology.

Given the research findings of this thesis, the author hopes to contribute some solutions to the process of solving administrative procedures of people and businesses through the application of information technology in Hoa Phat ward in particular as well as localities in the city in general.

Further studies may study the application of information technology in administrative reform at ward people's committees, district people's committees, at the same time, adding a few other factors affecting the application of information technology at state agencies in Da Nang city.
