Celebrating 20 years of European Union (EU) development aid policy for Vietnam in 2015.
The EU and Vietnam have successfully concluded a Framework Cooperation Agreement (FCA) between the two sides, thus establishing the legal framework for future bilateral relations. The FCA entered into force on 1 June 1996, shortly after the EU established its diplomatic presence in the capital city of Hanoi.
Over the years, Vietnam has undergone significant changes. And as the country has developed, EU cooperation has shifted from humanitarian aid to development cooperation, economic support and trade. Vietnam has now become a middle-income country, a strong recognition of its efforts to become a modern, industrialised country by 2020. Therefore, the EU Institutions, EU Member States and Vietnam are now embarking on a comprehensive strategy through a Partnership and Cooperation Agreement that will soon enter into force and will further expand the scope of cooperation.

Celebrate 20 years policy of European Union Development cooperation to Vietnam in 2015.
This first successful shared experience was the foundation for a Framework Cooperation Agreement (FCA) bettween Vietnam and the European Union (EU) which set out the future legal framework of their relationship. The FCA entered force on June 1, 1996, soon after the establishment of a diplomatic representation in the Vietnamese capital.
Over the years, Vietnam underwent tremendous change. As the country developed, our cooperation moved from humanitarian aid to development cooperation, economicaid and trade. Viet Nam has now graduated to a middle-income country status – a strong recognition of its effort to become a modern, industrial nation by 2020. Consequently, today European Union Institutions, EU Member States and Vietnam are embarking on a comprehensive cooperation strategy through the Partnership and Cooperation Agreement that will soon enter force. It will further broaden the scope of cooperation.
