To refine the theoretical framework on information resources and the development of information resources for information and library agencies and specialized science and technology library systems.

Research, analyze, and evaluate the current state of information resources and information resource development at the Library of the National Agency for Scientific and Technological Information.

Based on the research results, this thesis proposes several solutions to develop information resources at the Library of the National Agency for Scientific and Technological Information, contributing to providing information for research, training, and technology deployment of the National Agency for Scientific and Technological Information.

This thesis also serves as a reference document for information and library professionals nationwide.
