The thesis systematizes the concepts of: press, state management, state management of the press; provides legal documents as a basis for state management of the press. From the current state management of the press in Hai Phong city and typical press incidents occurring in Hai Phong, the author has assessed the reasons for success and limitations of state management of the press and drawn some lessons and proposed solutions that can be applied in macro or specific press management to suit the local situation and be flexible with each case context. The author tries to clearly express the viewpoints and policies of Hai Phong city in state management of the press so that the press can develop without affecting the economic - political - social situation in the area.
