Based on the current state of state management of journalism in Hai Phong city and typical cases of journalism occurring in Hai Phong, the author identifies the causes of success and limitations of state management of journalism, draws some lessons learned, and proposes solutions that can be applied to macro or specific journalism management to suit the local situation and flexibly adapt to each case. The author attempts to clearly express Hai Phong city's viewpoint and policies on state management of journalism, aiming to ensure the development of journalism without negatively impacting the economic, political, and social situation in the area.

The author tries to express the viewpoints and policies of Hai Phong city in the state management for the press to develope press without affecting the socio-political and social situation on locality.
